IllustrativeShort answer: in urban Gurugram, stamp duty is about 7% for a man, 5% for a woman and 6% for joint ownership (a man and a woman together). It is charged on the higher of the agreed price or the circle rate for that sector. A registration fee and a few smaller charges are paid on top.
Rates and fees are set by the Haryana government and do change, so treat the figures here as a planning guide and confirm them for your property before the registration date.
How the stamp duty is worked out
- Find the deal value. This is the price written in the sale deed.
- Find the circle value. Multiply the area by the circle rate (also called the collector rate) for that sector and property type.
- Take the higher of the two. Stamp duty is charged on that figure.
- Apply the rate for the buyer: 7%, 5% or 6% in urban areas.
Example: a resale flat agreed at ₹1.20 crore, bought by a woman. If the circle value comes to ₹1.05 crore, stamp duty is worked out on ₹1.20 crore: 5% of ₹1.20 crore = ₹6 lakh. If the same flat were in a man's name, it would be ₹8.4 lakh.
Circle rates were revised in 2026
Gurugram's circle rates were revised for 2026-27, with the biggest increases reported along the Dwarka Expressway and the Southern Peripheral Road (SPR), and many sectors unchanged. A higher circle rate raises the minimum value on which stamp duty is charged, which matters most when a deal is close to the circle rate. Check the current collector rate list for your sector before agreeing a price.
What else to budget for
- Registration fee, paid at the sub-registrar's office along with the stamp duty.
- Lawyer's fee for checking the papers and drafting the deed.
- Home loan costs: processing fee, and the bank's legal and valuation charges.
- Society transfer charges for a resale flat, and any pending maintenance.
- Brokerage, if you use a property dealer. Agree it in writing before the first visit.
- GST only on an under-construction flat bought from a builder.
A safe rule of thumb is to keep 8% to 9% of the property value aside for stamp duty, registration and paperwork, over and above the down payment.
How the registration happens in Gurugram
- Stamp duty is paid online through e-stamping, and an appointment is booked with the sub-registrar (tehsil) for your area.
- The buyer, seller and two witnesses attend with original ID and the documents.
- The deed is signed, photographs and thumb impressions are taken, and the deed is registered.
- After registration, apply for the mutation so the revenue and municipal records show the new owner.

Frequently asked questions
What is the stamp duty in Gurugram in 2026?
Within municipal limits it is generally 7% for a man, 5% for a woman and 6% for joint ownership of a man and a woman. Rural areas have lower rates. Confirm the rate for your exact property on the Haryana registration portal or with the sub-registrar before you plan the payment.
Is stamp duty calculated on the circle rate or the deal price?
On whichever is higher. If you agree a price below the circle rate (collector rate) for that sector, stamp duty is still charged on the circle rate value.
Does registering the property in a woman's name save money?
Yes. The rate for a woman buyer is two percentage points lower than for a man in urban Gurugram. On a ₹1 crore flat that is ₹2 lakh less stamp duty. The person named on the deed is the legal owner, so decide this as a family, not only for the saving.
Are stamp duty and GST both payable on a new flat?
On an under-construction flat bought from a builder, GST is charged on the payments to the builder and stamp duty is paid separately at registration. A ready flat with an occupation certificate, or a resale flat, does not carry GST.
